Where have you seen people wear elytras and chestplates at the same time? In Default MineCraft, and legitimately in PoC, you cannot wear both at the same time, as it's meant to be a trade-off for either having extra protection, or the ability of flight/gliding.
Soooo...it's a hack?
My guess would be yes to it being a hack
