Possibly? I would assume that it gives you a disclaimer warning that you would have to click "confirm" for it to actually delete your account though. Though I wouldn't recommend trying that just in case.
Yes the Account is than deleted! You should just do that if you have an old acc and dont want that your Friends have the old acc in your friendlist or if you want to give up the Game complete so u dont have ur acc anymore to hold on for the Game! This is an cool new improvement to the Game! I mean yes it will be stupid for someone who doesnt want to delete the acc and i think it shouldnt be behind the Name! But it is good to delete your Name so an other dude can use your Name again too for example Andre if someone have that but he never used the Game it would be cool if someone active can have it!That are the good things for this Feature!

I see the option as a good thing as well as PoC's duplicate apps get removed off the Playstore all the time, so you can't update them, and after some time there would be a large update that requires you to update your game to continue playing, making old, removed, and outdated apps of PoC unusable, so if a duplicate apps with this update in it was removed from the Playstore then you could delete your account, get the most recent app of PoC, and you wouldn't have to give yourself a new name.
It's just bad that this delete account option is directly under the "change skin" button, a button commonly used by many people, and could cause people to accidentally deleted their accounts, but if the delete account option had it's own screen in the options menu then this feature would be almost completely positive.
Though now that you mention that other people could potentially get your account name before you can would actually make it possible to impersonate others and mess with their reputation, so that's not really a good thing unfortunately.
